Tiny Boots for Tiny Feet?

Where can I find real winter boots for a toddler wearing a size 3?
My 15-month-old daughter has tiny feet. With winter coming up, I want a real pair of winter boots for her--insulated and waterproof. But that kind of thing seems to start at size 5 no matter where I go, both IRL and on-line. There are lots of decorative faux boots in a toddler size 3, but I want her to actually be able to play in the snow, or at least walk to the car on her own.
Anybody with a similar experience found real winter boots in a toddler size 3?
It's probably not helpful if you say "try Land's End" or "try Stride-Rite" etc because I've tried the obvious places and some not-so-obvious ones. I'm looking for a confirmed sighting, ideally. Thanks.

Try resale or thrift stores - whatever size she fits this week may be different next week. Always look used for things like kids boots and dress shoes. These are often purchased when the child is one size and grown out of by the time they're used.
Kids can really grow in spurts.

I'm on a slow connection so I can't try out my two standbys for you: See Kai Run and Vincent Shoes. Both have a good range of sizes and great sales. The shoes wear well and our kids have truly loved them. The winter boots we got last year rocked. (The Vincent website is awful but it's worth persevering.)

Best answer: For "walking to the car" use our daughter had pairs of Robeez. For serious outdoor time she had a pair of Baffins supplemented with a pair of woolly slippers to up size her feet. The Baffins were good for this use because the drawstring kept everything together.

From firstdrop's site, See Kai Run, I found a number of boots in a size three. These are available lined with faux-fur.

Best answer: Sorel makes tiny boots. Since your daughter has small feet, would the 12 month size fit her?

I got some last year at Target in size 3. Try the boy's section. I have 2 boys and have never seen fake decorative boots of any kind.
