Okay it's driving me nuts: what actor is the main penguin from Madagascar supposed to be imitating?

Maybe I'm crazy. Maybe he's just doing some generic war hero kind of a voice from the movies, but I don't think so. I think he's sort of imitating SOMEONE from SOME movie. I just have no idea who it is. Do you?
