Vague music help: 19-something, a something to something

Vague music filter: I'm trying to find a song I can barely remember. I think it was dance/electronica. Probably early 90s. I think it was by an individual artist, not a group. A/the year featured heavily in the lyrics (ie; 19-something, a something to something) and I seem to remember the music video feeling like it was shot in the guy's basement. This was a hit (more or less) in Australia. There may have been a vocoder involved. Help?

Boards of Canada, 1969?

Not early 90s, and no official video that I'm aware of, but it is electronica with vocoded lyrics featuring a 19-- date. Here's hoping 3 out of 5 ain't bad.

Maybe some kind of remix of the Smashing Pumpkins' 1979? The original came out in 1995.

Seconding 19 by Paul Hardcastle. There were a couple vocoder effects in it. Most of the lyrics centered around facts from the Vietnam War. "The average age of a soldier in Vietnam was 19..."
