Help me fix my text!

Is there a free program like Textsoap for Windows Vista?
From their website:
"TextSoap is a text cleaning utility that maintains formatting while it cleans up text." For example, it can remove extraneous carriage returns or spaces in text copied from a website and turn it into normal document style text.
I am often trying to print things out, such as game FAQS from gamefaqs.com and they are formatted in such a way as to make them fit on hundreds more pages than necessary. Such a program woud allow me to automatically reformat such a document into normal text.
