Where is the "Why haven't you learned anything?!" sample used in Dead Prez - The Schools and Digital Mystikz - Learn originally from?

It's the very first thing in this video: Dead Prez - They Schools.

Sounds like an exasperated Jimmy Stewart, maybe... Any pointers?

If it is an exasperated Jimmy Stewart, I would look into Mr. Smith Goes to Washington.

But that's just a guess. I've never heard the sample in question.

Not an answer, but this link claims to have full text of the sample.

It's not Jimmy Stewart, I can tell you that. The actor is on the tip of my tongue. more when I look it up.

Thanks syntheticfaith, that extended version of the quote leads me to believe it's from Elliott Gould in Getting Straight, because a portion from the quote was deemed memorable by IMDB (last one).
