Anyone know of a movie about a social worker who pretends to be homeless?

I've got some sketchy details about a movie I'm looking for & I'm hoping it will sound familar to someone here. The movie is about a young social worker who is working in a homeless shelter. To learn more about being homeless, the SWer pretends to be homeless herself and befriends a homeless woman. The homeless woman gets very angry when she finds out that her friend is actually a social worker & is not homeless. It may have been a Lifetime movie or something as equally cheesy. Any ideas?

Stone Pillow?

Plot:
Lucille Ball returned to TV in a very unusual role, as a tough New York bag lady. Florabelle (Ball) befriends a naive young college graduate (Daphne Zuniga) working at a homeless shelter to learn about the homeless. Taking her into the streets, she teaches her about survival including rubbing vinegar on her feet to toughen them. The main difference between the women is that the college student gets to return home after her experience.
