Specifically: Industry leaders, government officials, various related association members, really any opinion leaders that have interaction with the agriculture world.

Back when I did ag policy I used these sites a lot:
Farm Policy
Farm Doc

I usually also added a search for my policy keywords in my custom Google news.

Look at major ag universities -- Oregon State and Texas A&M University come to mind.

University extension services, farm bureaus, state departments of agriculture, trade magazines, etc.

And, don't be afraid to stop into your local grain elevator (if there is one nearby) and ask the manager what industry information sources they respect.
