Quotefilter: Who said something along the lines of "The way to know a people is through its artists"?

I don't have the exact qoute, but I think I remember it being attributed to Zweig. Howeverit was a while ago and I can't remember. My google-fu has failed on it and potential variations. Much thanks to the hive-mind if they can help me with this!
